Should You Buy Games on GOG or Steam? A Guide to DRM, Offline Play, and Ownership

Published 14 min read

Choose GOG if you want a downloadable installer that can be saved and used without GOG Galaxy; choose Steam if you value its broader live catalog, automatic updates, Workshop, Steam Families, and closer integration with Steam Deck and Linux. Neither store gives you the game’s copyright: both grant a personal license. The practical difference is what can keep working if you lose access to the store or its account services. A saved GOG installer can run independently of GOG, while the usual Steam path depends on the Steam client. Neither option guarantees that every game feature works without internet.

Steam A large, connected PC gaming ecosystem and integrated features Steam client is the usual license and launch path; Offline Mode is not universal Client usually delivers the latest public build automatically Nov 2026

What is the main difference between GOG and Steam?

GOG prioritizes DRM-free downloads and player control over a saved game file. Steam prioritizes a client-based library with integrated delivery, updates, community features, and hardware support. The distinction matters most when you want to play without a store connection, preserve a particular version, or use platform features such as Workshop or Steam Families.

Those are store-level tendencies, not guarantees about every title. A game can rely on its own publisher account, online service, anti-cheat system, or multiplayer backend regardless of where it was bought. Editions can also differ between stores, so compare the specific product pages before purchasing.

  • For a single-player game you want to archive: GOG’s offline installer gives you a file to keep outside the launcher.
  • For automatic patching and integrated community features: Steam is generally the more connected option.
  • For a mixed library: buying each title on the store that best supports its play style is a reasonable choice; there is no need to treat the stores as mutually exclusive.

Does GOG require GOG Galaxy to play games?

No. GOG’s stated policy is that Galaxy remains optional for accessing a game’s single-player offline mode. You can download the offline installer from your account, install the game from those files, and launch it without the Galaxy client.

GOG’s DRM-free commitment, published on 17 March 2022 and still presented as its policy in the material checked in October 2026, has three parts: single-player mode must be accessible offline; downloaded games should not be taken away or altered against the buyer’s will; and Galaxy remains optional for single-player offline play. GOG’s developer-facing definition likewise says games should work regardless of Galaxy authentication, whether the client is installed, or whether an internet connection is available.

That promise concerns the game’s DRM and single-player access, not every optional or online feature. Galaxy can provide convenience features such as cloud saves and achievements, and some titles use it or another service for multiplayer. For example, October 2026 reporting identifies Shadow Warrior 2 as a GOG game whose multiplayer still requires Galaxy. Check the specific game’s requirements if you rely on a particular mode or service.

How do I install a GOG game without Galaxy?

  1. Sign in to the GOG website and open your account’s library or the game’s product page.
  2. Download the offline installer files. If the game is split into parts, download every required part; add language files or bonus content if you want them.
  3. Run the installer and complete the initial setup. Keep the downloaded files somewhere safe if you may need to reinstall later.
  4. Launch the installed game from its shortcut. If you need to verify offline behavior for a trip, complete the first run and make a test save while connected, then disconnect and launch it again.

Saving the installer on a separate drive is useful if you want a reinstall copy that does not depend on a future account login or store download. It does not preserve online services, and it does not prevent the game’s own software from having online requirements.

Does a GOG offline installer mean the game works fully offline?

No. It means the game can be installed from the downloaded files without Galaxy; it does not mean every mode or feature is available without a connection. Multiplayer, cloud saves, online achievements, anti-cheat, publisher accounts, and other live services may still need internet access.

CONTROL Resonant’s GOG edition, released 28 October 2026, is described in October reporting as playable without authentication or always-online checks, with Galaxy unnecessary for local play and available for cloud saves. That is an example of one edition, not a promise about every GOG release. The key question is whether the specific feature you need is local or depends on a service.

For travel or unreliable internet, prepare the title before disconnecting: finish installation and first-run setup, make a save, then try launching without a network connection. If it fails, identify whether the block is at store sign-in, a separate launcher, a license check, the game itself, saving, or multiplayer. This helps distinguish an actual offline restriction from an unfinished setup or an unavailable online feature.

Can every Steam game run in Offline Mode?

No. Steam Offline Mode lets you use Steam without an active connection to Steam’s network, but it is a prepared state in the Steam client, not a universal DRM-free installer. A game may still require online authentication, a separate launcher, or a live service, and a pending update or incomplete first-run setup can prevent launch.

How to prepare a Steam game for Offline Mode

  1. While connected, sign in to Steam and finish downloading and installing the game.
  2. Launch it online at least once. Complete first-run setup and install any required redistributables or launcher components.
  3. Before disconnecting, select Steam’s supported option to enter Offline Mode.
  4. Disconnect and try launching the game. If it does not start, note whether Steam reports an update, the game asks for authentication, or a separate service is unavailable.

Steam Offline Mode is most dependable when you prepare before losing access to a network. A patch that is ready to install can interfere with offline launching, so do not assume a game that worked disconnected once will always work after a later update. Recheck offline access after a major patch if it matters to you.

Does Steamworks DRM apply to every Steam game?

No. Steamworks DRM is optional for developers. Steam is the standard client-based route for downloading, recording the license, and launching a game, but publishers choose whether to add Steamworks DRM, other copy protection, a third-party launcher, or online checks. A small subset of Steam games can be launched without Steam at the publisher’s discretion; that is not the general store model.

It is useful to separate three things: Steam as the storefront and library client, DRM or authentication imposed by a particular game, and online requirements for specific modes. A game can have one without the others. Check the individual game’s requirements and publisher notes rather than assuming that its presence on Steam tells you exactly how it behaves offline.

Do you own your GOG games?

Not in the sense of owning the copyright or having an unrestricted right to transfer or resell the game. GOG’s User Agreement says it grants a personal license to use its services and content; the agreement also says the content belongs to its developers or publishers. The Steam Subscriber Agreement is quoted in October 2026 reporting as saying its content and services are “licensed, not sold.” Both stores therefore offer personal licenses, not ownership of the underlying intellectual property.

GOG’s agreement says accounts and content are personal and cannot be shared, sold, gifted, or transferred to another person. Buying a new game as a gift at checkout is different from transferring a title already in your library. The practical meaning of “ownership” is therefore less about copyright and more about how much access depends on the store after purchase.

What does a GOG installer change in practice?

Once you have downloaded a GOG offline installer, the file is stored on your device and does not need GOG to authorize each launch. If a game is later delisted, the installer you already saved can still be used. GOG’s 2 December 2024 announcement about Warcraft 1+2 said buyers would retain access to their offline installers even after delisting.

That is stronger practical independence than the ordinary Steam library path, but it is not a guarantee that the store will always be available for fresh downloads. GOG’s User Agreement says that if it permanently stops providing access to its services and content for reasons unrelated to a user’s breach, it will try to give at least 60 days’ notice so buyers can download purchased content. That is best-efforts notice language, not an escrow promise. Downloading and safely storing installers is what turns the policy into a copy you can access independently.

Account access is a separate matter. GOG’s terms reserve the ability to suspend or cancel access in specified circumstances, including material breach. Its Code of Conduct warns that severe cases can lead to an account ban and loss of access to the library and other account items. The practical distinction is that losing a library page or re-download access is not the same as remotely deleting installer files already copied to your own drive.

Does Steam ownership work differently?

Steam’s license is also personal rather than a transferable ownership right. In ordinary use, your library is tied to the Steam account and client, and the game’s ability to launch offline depends on the client and title. Keeping an already installed game may help if a title is delisted, but it does not give the same independent installer-based path as a saved GOG offline installer.

Neither store’s license means a buyer can resell an existing digital library. The useful distinction is what you have retained locally and what the game needs to run, not whether a storefront uses the word “buy.”

How do updates work differently on GOG and Steam?

Steam generally delivers the latest public version through its client and updates games automatically. GOG offers two paths: Galaxy can update supported games, while the website’s offline installers let you keep a copy of a build you previously downloaded.

Update choice What it gives you Trade-off
Steam client updates A convenient route to the current public build An update that is pending or incomplete can interfere with offline launching; a newer build may change or remove behavior you relied on
GOG Galaxy updates Automatic updates for supported games, with some extra branches reported for particular titles Using the latest version can replace the build you had installed
Saved GOG offline installer A retained installer for the version represented by that download You must manage the files yourself; an older build may lack fixes, security updates, or compatibility with newer services

GOG is not a promise that content will never be patched. Its User Agreement 9.1 says it may need to update GOG services or content to add or remove features or fix bugs, and notes that not applying updates can lead to inferior performance, incompatibility with some service features, or missed security updates. Partners may also use GOG services to distribute applicable patches.

For a game where a stable build matters, save the installer before updating and label it with the game and version if that information is available. For a game where you want the latest fixes or online compatibility, use the supported update channel. An offline success on one version does not prove that every later version will behave identically.

Which store has the better catalog and features?

Steam is the stronger default for breadth and integrated platform features; GOG is more specialized in DRM-free releases, classic games, and preservation. Steam’s live catalog is broader, particularly for new releases, but Valve does not publish a current official catalog total in the material available here. GOG’s storefront listed 12,980 games on 20 October 2026, according to Shattered.io; that is a count of the storefront’s own browser, not a directly comparable official count from both stores.

Mods, family sharing, and social play

  • Steam Workshop: where a game supports it, Workshop integrates mod discovery, installation, and updates. GOG games can use manual or community mods, but there is no equivalent platform-wide integrated Workshop guarantee.
  • Steam Families: Valve’s feature allows a family to invite up to five members and provides separate saves and achievements for eligible shareable games. Developers can opt a game out; simultaneous play of the same title may require multiple copies; and a cheating ban on a shared copy can affect the owner for that game.
  • Cloud saves and achievements: availability depends on the game. Steam’s features are more deeply integrated by default. GOG cloud saves and achievements work through Galaxy, while the game’s single-player offline launch should not require Galaxy.
  • Multiplayer and invites: Steam is often the simpler default for finding a player pool, invitations, and overlay support. On GOG, multiplayer support is title-specific and may depend on Galaxy or another service. Some titles support crossplay between Steam and Galaxy when the developer implements it.

GOG’s Preservation Program is an additional reason to look there for older games. In October 2026, reporting dated additions including Ghostwire: Tokyo and The Elder Scrolls IV: Oblivion – Game of the Year Edition Deluxe to 15 October; Ghostwire was described as having Bethesda.net integration removed. This is a GOG program rather than a guarantee that every old game has been updated or preserved.

What about Steam Deck and Linux?

Steam has the more direct hardware and software path for Steam Deck, including Valve’s Proton and Steam Input integration. GOG is software-only; GOG games can be added to a Deck manually, but do not get that same first-party integration path. If handheld play is a priority, check the exact game’s compatibility and the setup required for the store and title you choose.

Which store has the better refund policy?

GOG’s voluntary policy allows a refund request up to 30 days after purchase, including after downloading, launching, and playing, subject to abuse-related exceptions. Steam’s standard policy is a request within 14 days of purchase and less than two hours of playtime; Valve’s calculation includes online, offline, and shared-library playtime.

GOG says refund requests start in Order History. Wallet refunds may be instant once Support processes them; cash refunds take a few business days, and some payment methods can take longer. Pre-orders can be refunded during the pre-order period and for 30 days after release; Early Access purchases have a 30-day window from purchase. The policy is voluntary and does not remove statutory rights.

Geography matters. In the EU and some other jurisdictions, statutory withdrawal rights may apply separately; GOG’s agreement describes a 14-day statutory withdrawal period in relevant cases and says the right can be lost when a buyer consents to immediate performance of digital content. Local consumer law and the specific purchase terms control, so check the terms that apply where you live.

Who should choose GOG, Steam, or both?

Choose based on the thing you most want to retain: an independently stored game file, or a connected ecosystem that keeps a library updated and links it to platform features. The same person may reasonably choose differently for different games.

Choose GOG when

  • You want to download and store an installer outside the launcher.
  • You primarily play single-player and want Galaxy to remain optional.
  • You care about classic releases or the GOG Preservation Program.
  • You are willing to manage installer backups and decide when to apply updates.

Choose Steam when

  • You value automatic delivery of the current public build.
  • You want Workshop integration, Steam Families, or Steam’s social and multiplayer tools.
  • You want the most direct Steam Deck and Linux integration path.
  • The game’s community, multiplayer population, or publisher support is stronger on Steam.

Use both when the title is what matters

A mixed library avoids forcing one platform choice onto every game. For a DRM-free single-player release, GOG may suit an archive-minded buyer. For a game built around Workshop, shared libraries, or Steam Deck integration, Steam may be more convenient. Check whether the edition includes the same content and whether it relies on the same online services before deciding.

Why did GOG’s ownership language change after 2025?

GOG is no longer owned by CD Projekt. The Verge reported on 29 December 2025 that GOG and GOG Galaxy were acquired from CD Projekt by co-founder Michał Kiciński for $25.2 million. CD Projekt continued selling Witcher and Cyberpunk titles on GOG. GOG’s contracting party is GOG sp. z o.o. in Warsaw, and the company said DRM-free gaming was more central to GOG than ever.

This change in ownership does not turn a digital license into copyright ownership or alter the practical advice: download and retain the GOG installers you want to keep. GOG’s own language about games “belonging” to players describes its DRM-free commitment and preservation goal, while its user agreement still defines the buyer’s legal right as a personal license.

Frequently Asked Questions

Can I transfer a GOG game I already bought to another account?

No. GOG’s User Agreement says an account and its content are personal and cannot be transferred, sold, or gifted. You can buy a new title as a gift at checkout, but that does not move an existing library item.

Does GOG have a family library like Steam Families?

No comparable first-party GOG family-library feature was identified. Steam Families can include up to five invited members for eligible games, but developers can opt titles out and some simultaneous-play cases require another copy.

Can Steam and GOG players play multiplayer together?

Sometimes, but crossplay depends on the individual game and its developer. Some titles support Steam–Galaxy crossplay; a shared game name alone does not establish that the editions can connect.

Is GOG still owned by CD Projekt?

No. The Verge reported in December 2025 that GOG and GOG Galaxy were acquired by co-founder Michał Kiciński. CD Projekt continued selling its Witcher and Cyberpunk games through GOG.
