Steam Offline Mode: How to Enable It and Play Without Internet

Published 10 min read

To play Steam games without an internet connection, prepare the computer while online, retain your saved Steam credentials, complete every game update and first launch, then choose Steam > Go Offline… before disconnecting. Offline Mode works only for games that can start without Steam Network access or an external launcher; a fully downloaded game can still fail if its setup is incomplete. Valve also warns that a fresh login prompt has no supported offline bypass.

The safest approach is to verify one intended game after switching offline before you leave Wi-Fi. The steps below cover Windows and other desktop Steam installations, save synchronization, Steam Deck, and what to do when Offline Mode refuses to launch a game.

How do I enable Steam Offline Mode on a PC?

Do the preparation while the computer is connected. Valve’s Steam Support Offline Mode FAQ separates client readiness from a game’s own offline eligibility, so completing both is essential.

  1. Sign in with the account you will use away from the connection. At the sign-in screen, select Remember me. If Steam later needs a new authentication, Offline Mode cannot supply it.
  2. Allow Steam to retain the account on this computer. Open Steam > Settings > Security and make sure Don’t save account credentials on this computer is not selected.
  3. Finish the Steam client and game updates. Download each intended game completely and wait for pending patches or redistributable components to finish.
  4. Launch every game once while online. A first run may create files, install prerequisites, display a license prompt, or require a title-specific setup. Reach the game’s main menu, then exit normally.
  5. Close the game and Steam normally. Valve recommends manually closing Steam before shutting down instead of force-quitting it, because abrupt termination or interference with the installation can remove information the client needs for Offline Mode.
  6. Switch the client to offline status. In the main Steam window, choose Steam > Go Offline…, confirm the change, and let Steam restart in Offline Mode if prompted.
  7. Disconnect deliberately. Turn off Wi-Fi, unplug Ethernet, or use the device’s normal airplane-mode control. Do not disconnect before the previous steps are complete.
  8. Verify a representative game. Start one of the games you intend to play and confirm that it reaches its menu while disconnected. This is a practical check of your installation, not a guarantee that every other title on the account is eligible.

Before-you-leave-Wi-Fi checklist

  • Steam signed in to the correct account with Remember me enabled.
  • Don’t save account credentials on this computer left unchecked under Settings > Security.
  • All client downloads, game updates, and first-run installers completed.
  • Every intended game launched once and exited normally while online.
  • Steam changed to Go Offline… and closed normally.
  • At least one intended game started successfully with the connection disabled.
  • You know where each game’s local saves are stored or have a separate backup plan.

What does Steam Offline Mode actually do?

Offline Mode lets the Steam client launch prepared, eligible games without maintaining a live Steam Network connection. It does not turn an online-only game into a single-player game, remove an external launcher’s login requirement, or supply files that were never downloaded.

Valve’s exact guidance is: “Games that require an active connection or use an external launcher will not work in offline mode.” Read the full qualification in the official Offline Mode FAQ. A game can therefore be installed and still be unavailable offline if its design or launcher requires the network.

Think of readiness as two separate tests:

  • Client readiness: Steam has retained usable account information, has entered Offline Mode correctly, and has the complete local installation.
  • Game eligibility: the individual title can pass its own startup checks without online services or another launcher.

Both tests must pass. A green-looking library state does not override an unmet requirement inside the game.

Which Steam games work without an internet connection?

There is no permanent Valve list of guaranteed offline games because requirements can change with a title update, launcher change, or first-run component. Judge each game by its current startup requirements rather than by genre, age, or a past experience.

Games that are more likely to work

A game is a candidate when its complete files and updates are installed through Steam, its first launch finished while online, and it does not depend on a live service or separate launcher for the mode you want to play. A local single-player campaign may work even when the same title’s multiplayer features do not.

Games that will not work in Offline Mode

Titles that require an active connection, authentication from another launcher, or an online service cannot be made offline by changing the Steam client setting. Multiplayer matchmaking, server-hosted worlds, cloud-only features, and other network services remain unavailable when the device is disconnected.

Why a game marked “100% – Ready” can still fail

Valve specifically documents a case where a library entry appears 100% – Ready but opening it reports This game cannot be started in Offline Mode. The client or the game may still need an update, or the title may have a requirement that the progress indicator does not show. Reconnect, let Steam finish all updates, and launch the affected game once before trying Offline Mode again.

What should I do if Steam asks me to log in while offline?

Reconnect to the internet. Valve says there is no supported offline bypass when Steam presents a fresh account-login prompt; configuration-file tricks and an assumed universal grace period are not reliable solutions.

  1. Restore the connection and sign in to the intended Steam account.
  2. Confirm Remember me is selected on the sign-in screen.
  3. Open Steam > Settings > Security and verify that Don’t save account credentials on this computer is not selected.
  4. In the online client, complete Steam and game updates.
  5. Launch the affected game to finish first-run setup, then exit normally.
  6. Choose Steam > Go Offline…, allow Steam to restart if requested, and test before disconnecting again.

If the game still displays a network or external-launcher requirement after this process, Offline Mode cannot remove that requirement. Reinstalling Steam, editing local files, or copying an installation to another machine does not create the missing authentication.

Preventing lost offline information

Do not force-close Steam, terminate its process during an update, or interfere with its installation files. Valve notes that abrupt termination can cause the stored information needed for Offline Mode to be lost. Close the client through its normal menu before shutting down the computer.

How do Steam Cloud saves behave when I play offline?

Steam Cloud cannot upload progress while the device is disconnected. Your offline progress remains in the game’s local save files until Steam reconnects and can compare them with the cloud copy.

When you go online again, read any local-versus-cloud conflict dialog carefully. Compare the save timestamps and choose the copy that contains the progress you actually want; do not automatically select an older cloud file just because it is labeled as synchronized. Valve’s Steam Cloud FAQ also notes that not every game supports Steam Cloud.

Games without Steam Cloud

For a title that does not use Steam Cloud, Steam cannot provide a second copy of its saves. The developer decides where a third-party game stores local data, so consult that game’s own documentation before traveling and copy the save folder only after the game is closed.

A safe reconnection routine

  1. Finish the offline session and exit the game normally.
  2. Reconnect the computer to the internet.
  3. Open Steam and wait for any cloud-conflict message rather than dismissing it immediately.
  4. Compare dates, times, and, where available, the in-game progress shown by each option.
  5. Select the desired local or cloud version and allow synchronization to finish before launching on another device.

How do I use Steam Offline Mode on Steam Deck?

Steam Deck can play an installed game while offline unless that game itself requires the internet. Valve’s Steam Deck FAQ says first-time Deck setup and Steam-account login require Wi-Fi; downloading games and online multiplayer also require connectivity.

Prepare the Deck while connected: sign in, finish system and game updates, launch each intended title once, and verify a representative game after selecting the client’s offline option. Do not treat the Deck Verified badge as proof of offline support. Verified status concerns compatibility with the Deck’s hardware and software environment, not whether a game’s servers or external launcher can be reached without a network.

Adding travel storage with a microSD card

If the Deck does not have room for the games you need, Valve specifies a UHS-I class 3 or better microSD card as compatible storage. Format the card on the Deck; games stored there appear in the library. This specification adds capacity only. It does not bypass first-time login, missing updates, or a game’s online requirement.

Can a Steam backup replace Offline Mode preparation?

No. A backup can help you move compatible Steam-installed files, but it does not replace the account information and first-run preparation required for Offline Mode.

Creating a Steam game-file backup

  1. Open Library and right-click the game.
  2. Choose Properties.
  3. Open Installed Files.
  4. Select Backup game files and choose the destination.

Valve’s Steam backup FAQ describes this as a copy of game files, not a universal snapshot of everything the game uses. Backups work only for compatible titles that download, install, and patch fully through Steam; they may omit saves, configuration files, or custom content.

Restoring a backup

  1. Install Steam on the destination computer.
  2. Sign in to the account that owns the game.
  3. Open Steam > Restore Game Backup….
  4. Point Steam to the backup location and complete the restoration.

After restoration, the destination computer still needs the normal account readiness and first-run checks before it can operate Offline Mode. An external drive containing backup files is not an authentication bypass.

Steam Offline Mode troubleshooting by symptom

Use the symptom that matches what you see, then work through the supported fix before trying more drastic changes.

What you see Likely reason What to do
Steam shows a login screen while disconnected The client lacks usable saved credentials or requires fresh authentication. Reconnect; sign in with Remember me, check the Security setting, then enter Offline Mode while online. There is no supported offline bypass for a fresh login.
A game says it cannot start in Offline Mode The title needs an active connection, an external launcher, or unfinished updates/first-run setup. Reconnect, finish client and game updates, launch once online, and retry. If the requirement is intrinsic to the title, it cannot be removed by Steam’s offline switch.
The library says “100% – Ready” but launch still fails The readiness indicator does not prove that every startup requirement is complete. Go online, allow all downloads and prerequisites to finish, then start the game once before changing back to Offline Mode.
Offline progress is missing after reconnecting Steam Cloud has a newer or older copy, or the game does not support Cloud. Read the conflict dialog, compare timestamps, and select the file containing the desired progress. For non-Cloud games, locate and back up the developer-defined local save folder.
Offline Mode worked before but stopped after an abrupt shutdown Stored Offline Mode information may have been lost or damaged. Reconnect, sign in normally, complete any repairs or updates, close Steam through its menu, and prepare Offline Mode again.

When is Steam Offline Mode the right solution?

Use Offline Mode when you have a prepared installation and want to play an eligible local game during travel, on a flight, or in a location with unreliable connectivity. It is not a workaround for online-only design, a replacement for an external launcher’s login, or a way to install new games without a connection.

  • Choose it confidently when the game has completed its first run, all updates are finished, credentials are retained, and your verification launch succeeds while disconnected.
  • Plan around limitations when you need multiplayer, cloud synchronization during the session, a game-specific online service, or a separate launcher.
  • Protect your progress by allowing Cloud to reconcile after reconnecting and by making a separate local copy for games that do not support Cloud.
  • For Steam Deck travel, install and test games before departure, and use a formatted UHS-I class 3-or-better microSD card only when additional storage is needed.

Following this preparation makes Steam’s supported offline path predictable: the client can start without a live Steam connection, while each game’s own network and launcher requirements remain in force.

Frequently Asked Questions

Can I install or update a Steam game while Offline Mode is active?

No. Downloading game content and receiving updates require a connection, so complete those tasks before switching offline. A backup can carry compatible files, but Steam still needs the owning account and normal setup on the destination computer.

Will Offline Mode work automatically after I restart my computer?

It can, provided Steam retained the account information and the client was closed normally before the restart. If Steam requests a fresh sign-in, reconnect and re-establish offline readiness rather than attempting an unsupported bypass.

Can I move an Offline Mode installation to another PC and launch immediately?

Not necessarily. The other PC must have Steam installed, you must sign in to the account that owns the game, and the game may need its own first-run setup; copying files alone does not transfer authentication.

Does Steam Cloud protect saves from every game?

No. Cloud support is title-specific, and the developer controls the location of local saves for third-party games. Check the individual game’s Cloud support and back up its local save folder when Cloud is unavailable.

Is a Steam Deck Verified game guaranteed to work offline?

No. Verified status does not certify that a title can run without its servers or an external launcher. Test the specific game while the Deck is disconnected before relying on it during travel.
