In order to harvest the plants, head up to them and hit them with an Anemo power. Everyone will have at least one Anemo user, since the main character can resonate with Anemo at any Statue of the Seven in the Mondstadt area.
After using Anemo on these dandelions, their seeds will be available to be harvested. These flowers will respawn every three days.

Don’t want to harvest them yourself? There is one vendor in the game that sells dandelion seeds, five at a time. Karpillia, located in Ritou, Inazuma will have them for sale at the high cost of 60,000 Mora each. They respawn every three days. This is great if you have the money, but these can get really pricey for anyone trying to save up Mora for ascension costs. So you will be better off farming them yourself out in the fields.
