Legendary and Mythical Pokémon are different in that Mythical Pokémon are exclusively obtained through events. In the west, “Legendary” referred to all Legendary and Mythical Pokémon prior to Generation V. However, in the east, these groups have always been separate.

The Mythical Pokémon are usually those that can only be obtained through events or by using event-only items. Therefore, they exist as a way to draw players further into the optional quests of the Pokémon universe.
Although, it should be mentioned that many players have found ways to get some Mythical Pokémon through glitches or hacking. Since there is a limit to how available events and event items are, glitches and hacking are the only ways to get many of these pocket monsters.
