The Leviathan Axe in God of War Ragnarök is a powerful weapon that can be fully upgraded to level 9 by collecting Frozen Flames and bringing them to the dwarves. Frozen Flames are found through main quests and side content.

Frozen Flame #1
The first Frozen Flame you’ll acquire in God of War Ragnarök is dropped by The Huntress boss during the Surviving Fimbulwinter main quest in Midgard.
Frozen Flame #2
You’ll receive another Frozen Flame after defeating Alva during the Groa’s Secret main quest in Alfheim.
Frozen Flame #3
This Frozen Flame is dropped by Nidhogg during The Reckoning main quest in Svartalfheim.
Frozen Flame #4
Another Frozen Flame is dropped by the Traveller in the Shipyard of the Fallen. You fight this enemy during the Reunion main quest in Helheim.
Frozen Flame #5
The Flame Phantom boss during The Summoning main quest drops another Frozen Flame.
Frozen Flame #6
Complete the “For Vanaheim!” favor in Vanaheim, which becomes available after completing the Creatures of Prophecy main quest. At the end of the said main quest, you have the option to follow Helka. Do so and you will be led to The Crater. Head to this new region and the For Vanaheim! favor will begin.
You’ll face a dragon called The Crimson Dread before the end of this favor. Defeat this dragon and you’ll earn a Frozen Flame.
Frozen Flame #7
Defeat the Berserkers in The Barrens in Alfheim to get another Frozen Flame. Be prepared for a tough battle.
Frozen Flame #8
To get the last Frozen Flame in God of War Ragnarök, you’ll need to obtain six Frozen Sparks. When all six are collected, they will combine to form a Frozen Flame. You can collect Frozen Sparks by closing Hel Tears. These appear in the world after the Reunion main quest.

Frozen Spark 1
When Atreus returns to Sindri’s House from Helheim, he’ll find it attacked by Hel-Walkers along with an open Hel Tear tended to by Freya. See this sequence through to earn one Frozen Spark
Frozen Spark 2
You’ll find one Hel Tear during the Reunion main quest. Closing it will reward you with another Frozen Spark. This also kickstarts the Hel to Pay favor, which has you close all the remaining Hel Tears throughout the Nine Realms.
Frozen Spark 3
There’s one Hel Tear in the Aurvangar Wetlands in Svartalfheim. It’s on the beach next to the massive water wheel you turn when you entered Svartalfheim for the first time. You’ll find the Hel Tear against a wall on a higher ledge. Close the tear to earn a Frozen Spark.
Frozen Spark 4
You’ll find another Hel Tear in The Strond in Alfheim. From The Strond Mystic Gateway, head south and you’ll see the tear on the lower ground.
Frozen Spark 5
There’s a Hel Tear in The Southern Wilds in Vanaheim, found on the side of the path directly across the Mystic Gateway.
Frozen Spark 6
Head to the Well of Urd and you’ll find the Hel Tear immediately after squeezing through a tight gap.
