All you need to do to unlock Casey Jones is beat the game. After the credits roll, you’ll get a short cutscene telling you you’ve unlocked him. From there, you just need to head to the character select screen to pick Casey before fighting with Shedder’s forces.

Casey has average Speed and Power, making him versatile and reliable in combat. However, his greatest strength is his range, which is as high as stats can get in this game. In April 1985, an One Shot issue of the Teenage Mutant Ninja Turtles comic was released that focused on Raphael. In this issue, Raphael meets a hyper-aggressive vigilante wielding sports equipment. This vigilante was Casey Jones.
Initially, Casey and Raphael had an argument when Raphael insisted that Casey not kill some muggers. However, following this dispute (which Raphael won), the two angry heroes became friends.
Afterward, Casey joined the Turtles on various adventures and frequently helped them fight their enemies. This resulted in Casey becoming one of the Turtles’ closest friends and allies. Furthermore, Casey has appeared in TMNT media almost as much as the Turtles’ other favorite human: April O’Neil.
The Design of an Unorthodox Hero
An interview with TMNT creator Kevin Eastman revealed that Casey was designed as a parody of other superheroes like Batman and Superman. As such, he had a more hostile attitude towards evildoers while sporting much more casual gear. This was intended to make Casey both relatable and comical.
