While the goal in the Frost Moon event is for you to finish all 20 waves before 4:30 AM, you will get the Ice Scream achievement upon reaching the 15th wave.
If you reach the 15th wave (or the 20th wave for 3DS) before 4:30 AM, you will see “The spirit of Christmas spread cheer…” and all of the Christmas season’s special effects will happen for the entire day.
