The level 3 upgrade statue for Sarmiento & Centella is in the upper right portion of the Elevated Temples. Begin your search from the highest Prie Dieu in this zone and then head to the right. This eventually leads you into a big open area. Ascend one floor and then make your way back to the left and enter a tall room.
From here, you’ll need the abilities to double jump, break through blue chains, and use yellow sparkles in the air to reach the room above. Check out the red arrow on the map image below if you need some more help finding this spot.
After making your ascent, you’ll be in an area full of mirror statues and brown flesh walls. You’ll need to strategically swap between Sarmiento & Centella and Ruego Al Alba to make it through this jumping puzzle.
Go into the room to the left and use the mirror statues to get higher. Then, once you’re on the roof floor, go right and use the mirror statue ahead to launch yourself even higher. Once you’ve got enough altitude, use Ruego Al Alba’s dropdown attack to cleave through all the brown flesh walls in your way.
At the bottom of this plunging drop, you’ll find the level 3 upgrade statue you’re after. Interact with it to unlock the Tier 3 skills and perks for Sarmiento & Centella.
